New ethylene cracking furnace constructed by Wison for CSPC realized smooth intermediate delivery

In late April 2010, the "Project of CNOOC and Shell Petrochemicals Complex Plant in Expanding Capacity of Ethylene Unit from 800,000tpa to 950,000tpa" contracted by Wison Engineering Ltd. passed the field acceptance organized by the CNOOC and Shell Petrochemicals Company Limited and Project Management Team (CSPC/PMT), marking that the project has smoothly realized the most crucial milestone control point—mechanical completion.
 

The Ethylene Unit took the largest proportion in this capacity expansion project of CSPC, which scaled up the capacity from the formerly 800,000tpa to 950,000tpa. In which, new construction of a 120,000tpa ethylene cracking furnace was a key and crucial constituent. Wison Engineering undertook the construction of a new ethylene cracking furnace, improvement of pipe gallery in front of furnace, and pie-in works in the form of EPC.
 

CSPC operates in accordance with Shell's international model in its production and operation management and engineering project management. In the project, CSPC and FOSTER WHEELER jointly established a PMT (Project Management Team). As the EPC general contractor, Wison closely cooperated with PMT to ensure smooth completion of the project.
 

In the phase of detailed design, PMT dispatched special persons to Wison Engineering Shanghai Headquarters to provide design coordination management, and examine each design document and design fruits periodically. For ensuring design progress, Wison design team strengthened design examination, and review and professional collaboration, and ensured drawing output quality, and thereby reducing time consumption for repeated submissions and examinations. In the phase of procurement, apart from designating suppliers for main equipment and materials, PMT still participated in technical negotiation, kick-off meeting, and pre-inspection meeting, etc., and assigned persons to witness key hold points, which put forward new requirements on quality management and manufacturing cycle of equipment suppliers. In early stage, Wison strengthened tracking and examination of suppliers' documentations to ensure manufacturing drawings, manufacturing process documentations, and quality inspection documentations be released and used prior to production; during manufacturing, it also ensured final quality of products through in-plant supervision, periodic or aperiodic workshop inspection, and final pre-delivery inspection. During construction, Wison strictly executed the approved quality inspection plan and progress plan, and strengthened safety supervision, quality supervision, and investment in construction management personnel, and thereby ensuring that safety, quality, and progress be always be controlled in the process of construction.
 

Since the kick-off of the project in 2008, Wison has strictly complied with international high-standard project management requirements of CSPC, and spent a total of 22 months in finishing design, procurement, and construction, etc., realizing a total of 550,000 loss-free and safe working hours, with all performance indicators of the project reaching predetermined targets.
 

As Wison's first foreign-related EPC contract, the project provided a platform for Wison to catch up with the international advanced management model, to accumulate experience in foreign-related projects, and to offer helpful examples for Wison's overseas market. In addition, the smooth intermediate delivery of this project, the first cooperation between Wison Engineering and CNOOC, laid a solid foundation for obtaining more cooperation opportunities in the future.
